Shoppers from the European Union who do not have a PayPal account are required to enter their credit card information. To do this they need to choose "Location: Outside the U.S?" as indicated in the graphic below:

Subsequently, when entering their personal details, they will be asked for their country (from a drop down list) and their telephone number. When doing this the shoppers normal telephone number must be preceded by the relevant country code. In the example shown below the country selected is the UK and the country code is 44. When the country code is not known it can be looked up by selecting the link shown on the right:
